ACE Ohio QESP Requirements

This list is updated as of 9/18/2023 and is subject to change or be updated for clarity.

Day Camps or Before and After School Activities:

Service category description: Educational Programming in the form of a Day Camp (not during school hours) or Before or After School Educational Activity that aligns with the academic content standards in the following subjects: English language arts, Mathematics, Science, Social Studies, Computer Science, Physical education, Technology, Financial Literacy and Entrepreneurship, Fine Arts, and Foreign Language.

Day camps, including camps for academics, music, and arts, are allowable expenses under the ACE program. ACE funds cannot be used to pay for additional or optional costs associated with overnight accommodation at a camp. 

  • The business license is aligned with services
  • Verification of Applicant as Admin
  • A website with listed declared services **Required for all org types except Sole Proprietor 
  • Price list of declared services (The lowest price cannot be $0 or specifically targeting ACE students)
  • The location where services are provided
  • Service agreement -including Refund Policy
    • Service Agreement examples include: 
      • Cancelation policy
      • Hours of operation
      • Refund policy
      • Payment schedule
      • Important dates
      • Privacy policy
  • Policy Handbook**(These two may exist in the same document)
    • Policy Handbook examples include:
      • Dress code

  • Day Camp Schedule/ itinerary (listing educational content)
    • Day camps should NOT be childcare, providing therapies, or unallowable activities. 
  • Lesson Plans *Day Camps do not need lesson plans but must show academic alignment.
    • Sample Lesson Plan must include, at a minimum: 
      • An objective/standard
      • Activity
      • Assessment of understanding of a subject.
  • Takes place in person (Day Camps/Before & Afterschool activities cannot be online/virtual)
  • Professional credentials that show your ability to provide the services your organization offers. For example, a degree, professional license, resume with relevant job skills & references, or a related certification. 
    • Demonstrate qualification with a degree, certificate, educational credits, or relevant work experience to conduct an educational program.
  • Sample Invoice/Receipt (Please include session start and end date and number of sessions)

Field Trips (Approved museums, theaters, science centers, historical landmarks):

Service category description: Field trips to historical landmarks, museums, science centers, and theaters, including admission, exhibit, and program fees, are allowable expenses. Field trips are educational day trips (out and back the same day) as well as co-curricular trips to Washington, DC (typically 2-3 days) organized by a school. (Co-curricular means the trip takes place alongside what’s being taught at school. For example, the middle school social studies curriculum aligns with educational Washington D.C. trips. ) 

ACE is no longer permitting tour/transportation companies to appear in the ACE Marketplace; however, schools or other approved providers may organize and facilitate allowable field trips. 

Please note:

  • International trips are not field trips and are not allowable expenditures under ACE.
  • The purchase of adult tickets or services is not an allowable ACE expense.
  • Family memberships that include the children’s admission to eligible venues may be an allowable expense.

Learning Extension Center:

* Learning Extension Centers are only applicable during times of school closures, such as the COVID-19 pandemic*

Service category description: Designed to provide a safe, supervised location where students could use digital devices (computers, tablets) to access online instruction and activities, learning extensions opened during the COVID pandemic in school districts where students could not attend schools in person. Learning extension centers utilize teachers and volunteers to help with homework and access online instruction on school days as an alternative to in-person instruction during regular school hours.


    Language Classes:

    Service category description: Foreign or Sign language classes provided in person or virtual by a credentialed provider.

    Instrument Lessons:

    Service category description: Instrument lessons provided in person or virtual by a credentialed provider. Instrument lessons should be one-on-one.

    Service category description: One-on-one tutoring in specific academic content areas in person or virtual by a credentialed instructor.

    • Content areas offered
    • Grades qualified (or licensed) to Tutor
    • Service agreement - Including refund policy

      • Beginning September 15, 2023, all invoices for tutoring must include specific dates of service on all invoices. Date ranges are not acceptable.  
      • Invoicing for tutoring is limited to no more than a month (30 days) in advance. 
        • Invoice/receipts must include all the dates of tutoring service covered by the invoice.
        • Invoice/receipts may include an additional company letterhead page with all the tutoring service dates listed.

    Educational Learning and Study Skills:

    Service category description: One-on-One Study Skills in specific areas in person or virtual by a credentialed instructor or an online learning platform.

    • Specific study skills included (i.e. critical reading skills, reading, comprehension, note-taking using sources of information, time management, and memorization)

    * Learning Pods are only applicable during times of school closures, such as the COVID-19 pandemic.*

    Service category description: Small group of children, typically of a similar age range, who come together to learn. Public learning Pod conducted by an organization with a credentialed instructor.


    Curriculum and Material (*Homeschool only):

    Service category description: Curriculum and Material available for purchase by homeschooled families only. No electronics allowed. It must be educational. Homeschool co-ops also fall within this category
